April 2009 Empire Zone legislative changes
The Empire Zone is once again undergoing changes. Details and changes to the tax filing procedure for business claiming any EZ credits (including carryovers) for a tax year that begins on or after January 1, 2008 are available in this sites Empire Zone section .
First Solar Manufacturing plant in New York State will make its home in Dutchess County
SpectraWatt, Inc., a manufacturer of photovoltaic cells used by solar module suppliers, has officially signed a lease to begin production in a former IBM building in East Fishkill, New York. SpectraWatt is expected to invest up to $81 million and anticipates creating at least 150 new jobs in the next two years.
The Dutchess County Economic Development Corporation has spent the last several months coordinating incentives, detailing labor data, hosting site tours, and meeting with SpectraWatt officials along with County Executive Steinhaus and other officials. DCEDC Selects John MacEnroe as New President
John MacEnroe of Beacon, New York, has been appointed President of the Dutchess County Economic Development Corporation (DCEDC). MacEnroe assumed the leadership of the agency on March 2, 2009. He is responsible for all business attraction, expansion, retention, and tourism activities of DCEDC.

Attention: Empire Zone Property Owners
In The City of Poughkeepsie
Properties located in the Poughkeepsie/Dutchess Empire Zone may be eligible for real property tax abatements under Section 485-e of the Real Property Tax Law. If improvements have been made to the property during 2008 that may result in an increase in assessed value, 485-e may apply. If applicable, the owner will receive an exemption on the increase in assessment on a ten-year schedule.
If your property is located within the Empire Zone in the City of Poughkeepsie, please contact the assessor for more information. You must apply to the assessor before March 1, 2009. To find out if your property is located in the Empire Zone, please contact Simone Obermaier at 463-5451.
Loan Fund Focuses on “Green”
There is now a loan fund for Dutchess County businesses that are planning upgrades and improvements that will reduce their energy consumption and/or for utilizing alternative energy. Known as the Revolving Loan Fund (RLF), the “green” fund can be accessed through The Dutchess County Economic Development Corporation (DCEDC). See News and Events for details. . . .
For Help with the Cost of Attending a Trade Show, Act Now
DCEDC is accepting applications up to March 13, 2009 for the 2009 Trade Show Assistance Program. Funds for the program are made available through the generosity of the Dutchess County Industrial Development Agency (DCIDA). The program reimburses qualified manufacturing companies for up to 50% of the direct costs associated with participating in an industry trade show of their choice. The maximum grant award is $4,000 per company or affiliate per year for a domestic trade show and $5,000 for an international trade show. Eligible costs include booth and freight costs, airfare, lodging, meals, and marketing related to business development at the show.
